The International Monetary Fund (IMF) has confirmed that Syria will require substantial international assistance to support the government in rebuilding the country’s economy.
In a statement issued on Tuesday, 10 June 2025, the IMF announced that a team of its experts had concluded their visit to the Syrian capital, Damascus.
The IMF noted that Syria requires significant international support to aid the government’s efforts in rehabilitating the economy, meet urgent humanitarian needs, and rebuild essential institutions and infrastructure.
This visit marks the IMF’s first mission to Syria since 2009 to assess the economic and financial conditions in the country and discuss with the authorities their economic policy and capacity building priorities to support the recovery of the Syrian economy.
The expert mission arrived in Syria on 1 June and included eight experts from five IMF departments: Public Finance; Statistics; Monetary Affairs and Capital Markets; Legal Affairs; and the Middle East Department.
“Syria faces enormous challenges following years of conflict that caused immense human suffering and reduced its economy to a fraction of its former size,” the IMF said. “While the years of conflict and displacement have weakened administrative capacity, staff at the finance ministry and central bank demonstrated strong commitment and solid understanding.
The five-day mission aimed to provide recommendations and guidance on public finance, tax and customs reform, public debt management, statistical system development, monetary and banking reform, banking supervision, financial stability, financial integrity policies, and anti-money laundering.
